SETARA was developed under the Malaysian Education Blueprint 2015-2025 for Higher Education. 

This rating system uses a strict assessment methodology to evaluate the local educational institutions. 

It is based on three performance metrics -- teaching, research, and services, and the institutions' status, to be fairly represented.
