UEC Not Recognised Due to National Sovereignty

Kamalanathan further explained that the government’s refusal to recognise the UEC is not based on the national curriculum and education philosophy. This is because the UEC is an examination conducted by independent Chinese secondary education institutions, but not under the ministry’s jurisdiction.

Regarding whether the government will recognise UEC in the future, Kamalanathan stated that there out of 11,332 of students who took both the UEC, 3,000 of them also sat for Sijil Pelajaran Malaysia (SPM).

Furthermore, he also added that those students who only took the UEC are given a chance to be part of the national education system as they are always welcomed to sit for the SPM.

In the Dewan Rakyat, Kamalanathan also responded to the questions why foreigners were given priority over UEC students. He brought out a fact that foreign students’ qualification, O Levels and A Levels are monitored by the Malaysia Quality Accreditation (MQA), in addition to that both O Levels and A Levels examination, like the UEC are not recognized.

The UEC is recognised at the international level because the highest UEC examination is equivalent to STPM and A Levels.

Putrajaya does not recognise the UEC because its Bahasa Malaysia standard is not at par with the BM paper in the SPM certificate. However, Sarawak has recognised the certificate.
