Education Minister Datuk Seri Mahdzir Khalid said in a press conference, that the upgrade aims to improve the achievement of rural students which is lagging behind those in urban schools.

“If we are to look at the graph on the academic achievement of rural students, it is still low,” said Mahdzir. “The ministry has to improve the report card system from time to time to improve the performance of rural schools,” he added.

The minister confirmed that this plan will be carried out in 134 district education departments nationwide through segmentation.

"By segmentising the schools data to departments, focus could be given to schools that were at the bottom of the performance list and find out why are they fared poorly," said Mahdzir.

Mahdzir also mentioned that the ministry will request the education offices to submit performance report of schools under their respective jurisdiction to check its improvement from time to time.

He confirmed that Mathematics and English Language are among the subjects that contributed the gap between rural and urban schools.

Also, Mahdzir voiced out his concern on the gap between genders at schools. He said he wants to see competition between the genders. Currently, male students are behind female students in terms of academics.
