Malaysia Top Performer on Openness to International Higher Education

Their research titled, The Shape of Global Higher Education: National Policies Framework for International Engagement, has assessed the national policies through 37 qualitative indicators. The overall ranking was developed by tallying scores in three broad categories of indicators:

  • Openness to international mobility for students and academics

  • Domestic and cross-border education quality assurance and recognition of overseas qualifications

  • Fair access and sustainability in terms of countering potential negatives such as brain drain

Based on the assessment results, Germany, Australia, the United Kingdom, Malaysia and China made up the top five countries in terms of the openness to international higher education.

The research was written by Janet Ilieva, founder and director of Education Insight, and Michael Peak, research manager at the British Council.

Mr Peak said “Germany and Malaysia perform consistently across all three categories and have the most balanced portfolio of providing high-level support for international engagement.”

“Besides student mobility, international openness was key in research.” the research manager added. Thus, Malaysia as a key sender of international students to overseas and at the same time hosting a number of campuses established by foreign universities, is currently one of the leading performers for internationalisation in higher education.
